 About us

Welcome to the section of the website that explains how the authority buys goods, works and services. RBFRS (Royal Berkshire Fire and Rescue Service) spends approximately £13 million a year on a wide range of goods and services to support the delivery of the service to the community of Berkshire.

We have a responsibility to ensure that the public money we receive is used appropriately, our expenditure is transparent and we achieve value for money.

Our expenditure is governed by our Finance and Contract Regulations and the UK Public Contract Regulations 2015.

Over 70% of our expenditure is spent through formal contracts that have been subject to competition. A list of our current contracts is available here.

Many of our contracts are awarded through joint tenders with other partner organisations or via framework agreements that have been set up for use by public sector organisations.

We buy the following commodities through joint contracts:

  • Uniforms
  • Protective equipment
  • Vehicles
  • Fuel
  • Stationery

We also use purchase cards for low value purchases. Each month we publish details of our expenditure over £500 and all purchase card transactions.

Tender Thresholds

All expenditure with third parties is subject to our internal procedures. If there is no contract already in place or access to an approved framework officers are required to:

  • Seek a minimum of three competitive quotes for all expenditure up to £50K
  • Carry out a formal full tender process for all expenditure over £50k
  • Any expenditure over the EU public procurement threshold must be subject to the appropriate tender process

The current EU tender thresholds are:

  • Goods and services: £164,176
  • Works:                     £4,104,394

The tender thresholds are reviewed every two years and adjusted based on the exchange rate of GBP to the Euro.

Current tender opportunities

RBFRS is planning to advertise a tender opportunity to appoint a single lead supplier to retrofit the fire training control and safety critical

training system at its Fire House at the Whitley Wood, training facility, 270 Whitley Wood Road, Reading.RG2 8FS.

The supplier will also be required to offer ongoing maintenance and servicing of the equipment for a minimum of five years plus the decommissioning, removal and disposal of any existing equipment.

In addition to the retrofitting of a new system, the lead supplier will be responsible for the completion of associated improvements to the building fabric and structure to enhance the building layout.

How to Register for Tender Opportunities

Royal Berkshire Fire and Rescue Service use the electronic (e-Tendering) system In-Tend to procure goods, works and services over £50k. This system is also in use by a number of other Fire and Rescue Services and where possible the services carry out collaborative procurement activities in order to achieve better and more cost effective solutions.

By registering on the system you will be able to select categories of supply and can receive alerts whenever a tender opportunity is published.
