The Fire Authority, like other local authorities is required to have a Code of Conduct for Members and Co-opted Members
of the Authority, and the Code has to include provisions included in a Model approved by the Government.
The current Royal Berkshire Fire Authority Code of Conduct was adopted by the Fire Authority on 27th June 2007, and all
members and co-opted Members of the Fire Authority have signed a written undertaking that they will observe the Code.
As required by law, the Fire Authority has a Standards Committee, which includes Independent (non-Councillor)
Members.
The duties of the Committee include promoting good conduct, including the provision of training for Members, and monitoring
the operation and effectiveness of the Code, for the Fire Authority. The Committee, via smaller Panels, is also responsible
or considering complaints that a Councillor has not followed the Code of Conduct.
Since 8 May 2008, complaints that a Member or a co-opted member of the Fire Authority, have not followed the code
of conduct have be made to the Fire Authority.

If you make a complaint relating to the code of conduct, which a sub-committee of the Standards Committee will consider,
the complaint must state why you think a Member or a co-opted committee member has not followed the code of conduct.
The Assessment Sub-Committee can only deal with complaints about the behaviour of a Member, or a co-opted member. It will
not deal with complaints about matters that are not covered by the Member’s Code of Conduct such as standards of
service.
The Standards Board for England has produced Guidance on the Code, which is available as a download below. The Board
has also published a series of brief factsheets on the Code, which are available to download below:
One of the requirements of the Code is for Members and co-opted Members to register specified “interests”. The
registers may be inspected at the Fire Authority Offices at Dee Road, Tilehurst, Reading, during normal office hours.
Further information on the Codes and “Standards” issues is also available from the websites of the Standards
Board for England and the Adjudication Panel for England.
